The move serves as a reminder that even government agencies are required to uphold OSHA\u2019s workplace health and safety standards.<\/p>\n<p><!--more--><\/p>\n<p>Over three separate inspections in 2011, OSHA found the aircraft maintenance facility exposed the 500 workers to extremely toxic materials such as lead, cadmium and beryllium. \u00a0&#8220;Exposing workers to metals such as lead, cadmium and beryllium can result in serious illness and even fatal respiratory disease,&#8221; Jay Vicory, director of OSHA&#8217;s San Diego Area office. &#8220;We are encouraged by the Department of the Navy&#8217;s response to OSHA&#8217;s intervention, and we are working cooperatively with that department to further mitigate the hazards uncovered.&#8221;<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-2072 aligncenter\" title=\"OSHA regulation hazardous chemical signs\" src=\"https:\/\/www.smartsign.com/blog\/wp-content\/uploads\/2012\/09\/image-3-12.gif\" alt=\"Danger sign from MySafetySign.com\" width=\"400\" height=\"289\" \/><\/p>\n<p><em>Signage that warns of potential dangers is an OSHA requirement (via <a href=\"https:\/\/www.mysafetysign.com\/safety-signs\/hazardous-chemicals-sign\/saf-sku-s-0370\">MySafetySign.com<\/a>).<\/em><\/p>\n<p>As required by the Occupational Safety and Health Act of 1970, federal agencies must comply with the same health and safety standards as private-sector employers, and it\u2019s not uncommon for them to receive violation notices. In May, for example, four Department of Veterans Affairs medical facilities in Northern California for violations such as blocked emergency doors, electrical hazards and exposure to contaminated needles.<\/p>\n<p>It\u2019s such an issue, in fact, that OSHA has implemented the <a href=\"https:\/\/www.osha.gov\/enforcement\/directives\/10-08-fap-01\">Federal Agency Targeting Inspection Program<\/a>, which involves unannounced inspections of agency workplaces that reported a high number of \u201clost time injuries\u201d during the previous year. \u00a0Nevertheless, rather than getting slapped with a citation and heavy fine, federal agencies receive a \u201cnotice of an unhealthful or unsafe working condition.&#8221;<\/p>\n<p style=\"text-align: center;\">\u00a0<img loading=\"lazy\" decoding=\"async\" class=\"wp-image-2074 alignleft\" title=\"Federal workers in Nine Mile Canyon, Utah\" src=\"https:\/\/www.smartsign.com/blog\/wp-content\/uploads\/2012\/09\/jp-blm-1-articleLarge.jpg\" alt=\"Federal Agency Targeting Inspection Program \" width=\"540\" height=\"297\" srcset=\"https:\/\/www.smartsign.com/blog\/wp-content\/uploads\/2012\/09\/jp-blm-1-articleLarge.jpg 600w, https:\/\/www.smartsign.com/blog\/wp-content\/uploads\/2012\/09\/jp-blm-1-articleLarge-300x165.jpg 300w, https:\/\/www.smartsign.com/blog\/wp-content\/uploads\/2012\/09\/jp-blm-1-articleLarge-298x163.jpg 298w\" sizes=\"auto, (max-width: 540px) 100vw, 540px\" \/><\/p>\n<p><em>OSHA\u2019s Federal Agency Targeting Inspection Program focuses on government workplaces that have reported a high number of injuries. (via <a href=\"https:\/\/www.nytimes.com\/2012\/07\/28\/us\/politics\/bureau-of-land-managements-divided-mission.html\">nytimes.com<\/a>).<\/em><\/p>\n<p>Inspections at the Navy facility resulted in 21 serious violations, including alleged \u201cwillful violations\u201d \u2013 \u201ccommitted with intentional knowing or voluntary disregard for the law&#8217;s requirements, or with plain indifference to worker safety and health.\u201d These included allowing workers to store and consume food and beverages in areas contaminated by toxic materials.<\/p>\n<p>Other serious violations cited include the accumulation of lead dusts throughout the workplace, the use of dry sweeping to clean work areas where lead was found, and a failure to implement a program for beryllium hazard prevention and control.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-2075\" title=\"OSHA logo\" src=\"https:\/\/www.smartsign.com/blog\/wp-content\/uploads\/2012\/09\/OSHA-logo.png\" alt=\"\" width=\"518\" height=\"150\" srcset=\"https:\/\/www.smartsign.com/blog\/wp-content\/uploads\/2012\/09\/OSHA-logo.png 720w, https:\/\/www.smartsign.com/blog\/wp-content\/uploads\/2012\/09\/OSHA-logo-300x86.png 300w, https:\/\/www.smartsign.com/blog\/wp-content\/uploads\/2012\/09\/OSHA-logo-298x86.png 298w, https:\/\/www.smartsign.com/blog\/wp-content\/uploads\/2012\/09\/OSHA-logo-620x179.png 620w\" sizes=\"auto, (max-width: 518px) 100vw, 518px\" \/><\/p>\n<p>The facility has 15 business days from receipt of the latest notices to comply or to request an informal conference with OSHA officials.<\/p>\n<p>While workplace health and safety precautions vary by industry and sometimes by state, OSHA\u2019s general standards require employers to provide a \u201cplace of employment which is free from recognized hazards that are causing or are likely to cause death or serious physical harm to employees.\u201d General requirements include:<\/p>\n<ul>\n<li>Using, posters, labels, signs and color codes to warn employees of potential hazards.<\/li>\n<li>Establishing and maintaining operating procedures for safety and health requirements, and communicating them thoroughly.<\/li>\n<li>Ensuring that protective equipment is functioning effectively and is being properly used to minimize health risks.<\/li>\n<\/ul>\n<p>&#8211; A.H.
